Overseas Pakistani Cards
All Non Resident Pakistanis are
authorised only National Identity Card for Overseas Pakistanis (NICOP) as a
substitute for their CNICs and those with annulled nationality are eligible for
Pakistan Origin Card (POC). The detailed contours of these two schemes are as
under.
As per rules and regulations, National
Database and Registration Authority (NADRA) has been authorised to issue
following types of cards to different categories of Pakistani and foreigners of
Pakistan Origin:

Eligibility
All foreigners of Pakistan origin and
their family members.
Fee for POC
-
Bank Draft of US$ 100 (US Dollars One
Hundred) in favour of NADRA - Islamabad or
A$200(Australian Dollars Two Hundred) in favour of High
Commission for Pakistan - Canberra for the issue of card to a person who has attained the age of eighteen
years.

Bank Draft of
US$ 50 (US Dollars Fifty) in favour of NADRA - Islamabad or
A$100(Australian Dollars Two Hundred) in favour of High
Commission for Pakistan - Canberra for the issuance of card to
a person who has not attained the age of eighteen years.
Validity of POC
Form of Card
-
POC is printed in the English language
with a Machine-Readable Zone (MRZ) for its worldwide acceptability and
functionality
-
Cards
shall also bear the wording that "the holder of this card is entitled to
visa-free entry into Pakistan but not to Pakistani citizenship"
Benefits to POC-holders
Following benefits have been extended to
the cardholders during the validity of their POCs, namely:

Visa-free entry into Pakistan

Indefinite stay
-
Exemption from police
registration/reporting as a foreigner

Right to purchase and dispose of
property within Pakistan
-
Right to open and operate in a bank
account
-
Right to use POC for establishing and
proving his\her identity anywhere in Pakistan wherever a National Identity Card
(NIC) is required for such proof
-
NADRA has been empowered to arrange
further benefits for the cardholders in association with the public and private
sector
POC necessary for certain purposes
-
A card holder shall, at the time of
entry into, or exit from, Pakistan present his\her POC before the Pakistani
immigration authorities and at any counters established or maintained by NADRA
for recording into, or exit from, Pakistan of such card holder.

Application Procedure

Application after filled in, and
attaching the bank draft is to be sent to High Commission for Pakistan,
Canberra or directly to NADRA Headquarters, Islamabad, Pakistan

After necessary processing, the card
will reach at Pakistan Mission/ applicant's doorstep within 6-8 weeks of
applying for the card through respective Pakistan Mission/ NADRA office etc.

Identity Card for Overseas Pakistanis (NICOP)
It is mandatory for all
non-resident Pakistanis who are either residing or intend to reside abroad for
more than six months to acquire NICOP.
Eligibility

All eligible dual nationals of Pakistan

All emigrant, intending emigrants
-
Every Pakistani holding an immigrant or
resident visa or permit of foreign country
-
Pakistanis residing or intending to
reside abroad for more than six months
-
All dependents of above categories
living together with applicants
Fee for NICOP
Claim for Gratis NICOP
Following persons are exempted from
payment of fee for NICOP on producing satisfactory evidence of their status.
Free Registration Only
Following persons are required to
register with NADRA by filling English form free of charge on producing
satisfactory evidence of their status. However, they shall not be issued NICOP
and may continue to retain their ordinary\computerized NIC.

Student Visa: Those proceeding abroad
on a student visa

Medical treatment: Those proceeding
abroad for medical treatment
-
Dependant of the above: Dependent
spouse, real children, parents, brothers and sisters of persons specified under
the category "Government Servants on Duty\Training Abroad" above and
who are accompanying them
Form of Card
-
NADRA is issuing two types of National
Identity Card, one card is being issued in Urdu language to all Pakistanis and
the other card is in English language and issued to all Non-resident Pakistanis
or any Pakistani who is leaving Pakistan for stay abroad for more than six
months. On permanent transfer of residence to Pakistan NADRA is issuing free of
cost Urdu National Identity Card as replacement of NICOP

National Identity Card is mandatory for
all Pakistanis Citizens and it is to be used as identity document for all
legal, Government and other requirements. It is essential of issuance, change
or renewal of passports

Cards issued to dual nationality holder
non-resident citizens shall also bear the wording that "the holder of this card
is entitled to visa-free entry into Pakistan"
Purpose of Card
-
NICOP issued to an emigrant\worker
abroad shall be necessary for proof of his\her identity as an emigrant under
the law. It is also essential for issuance\change\renewal of passport through
any Pak Mission abroad
-
A card issued to a non-resident citizen
shall be necessary to be produced before immigration or other lawful authority
while exiting or entering Pakistan
-
For the aforesaid purpose, an
automated\computerized system for recording and verifying the entry and exit of
card holders into\from Pakistan has also been provided for in this rule
