Temporary Suspension of MRP Services The Machine Readable Passport services will remain suspended from 11 Jan 2019 to 15 Feb 2019 due to Technical Reasons(up-gradation, stock-tacking and System operational checkup) at Pakistan High Commission, Canberra; However, Machine Readable Passport services will remain operative at Consulate General of Pakistan, Sydney during these days. MACHINE READABLE PASSPORT
ImportantInformation In pursuance of Standards and Recommended Practices (SARP) of International Civil Aviation Organization (ICAO), manual / hand-written passports are no longer usable for international travel beyond November 24, 2015. After that deadline, foreign governments will grant visa or entry ONLY to persons possessing Machine Readable Passports (MRPs). (Further details may be seen at www.dgip.gov.pk

The Government of Pakistan has, therefore, introduced Machine Readable Passports (MRPs) for Pakistani Nationals at home and abroad incorporating special security features designed to check human trafficking and forgery. It contains digitally printed personal data with a photograph in the bar code.

The MRP facility at our Mission has been operationalised since November 2012 in full replacement of manual passport service. Therefore, effective from November, 2015 no application for manual passport is acceptable at our Mission.

No pre-filled Passport Application Form is required to apply for MRP. Applicants’ data, photograph, signatures and biometrics are captured on spot. Hence, the MRP applicants residing in our area of jurisdiction must come in person to our office in Canberra along with the required documents (details follow). Our Consular Jurisdiction covers all States except New South Wales.

Prior appointment is necessary to apply for MRP. Applicants will be attended to on first-come-first served basis Mon- Fri (except a public holiday) between 9:30 a.m. to 12:45 p.m. Our Holiday Calendar for the current year can be seen at www. MRP system fetches the data from National Database and Registration Authority’s (NADRA) warehouse. Therefore, possession of an original and valid Identity document issued by NADRA is a pre-requisite for MRP except for senior citizens (aged 64 and above) who may apply for MRP with expired (but original) NADRA Card.

If there is discrepancy between the information provided by applicants and their data in NADRA’s database, MRP will be issued per NADRA’s data. If an applicant’s NADRA document contains only his/her year of birth without any date, the DOB will appear as ’1/1/year’ on his MRP. For example, if date of birth in NADRA document is 1965, in MRP will appear as 1/1/1965. In order to have correct data in MRP, the applicants must get their NADRA documents rectified before applying for MRP.

No manual correction/ modification is permissible in an MRP. If any correction/ modification is needed in MRP, the applicant should apply for correction/ modification in NADRA Identity document. When applicant has received the modified/revised NADRA document, he/ she should apply for the modification in New MRP.

The validity of an MRP (5 years or 10 years) as well as its processing time (ordinary-4-5 weeks/ urgent- 3 weeks after the booking date & full filling of document requirements) depend upon the amount of fees being paid for issuance. The processing time in case of lost passport cases will be counted from the date of receipt of confirmation of lost passport by its issuing authority. MRPs may be issued with five-year or ten-year validity to applicants of all ages except minors below 15 years of age who are issued only 5 year valid MRP.

Fees is payable to High Commission of Pakistan, Canberra only in the form of Money Order or Bank Draft. Personal checks or cash are not accepted. A fee, once deposited, is non-refundable.

On submission of MRP application, the passports are printed in Pakistan and sent to the Pakistan High Commission. Thereafter, the applicants can either pick the passports from our office during given delivery hours or can have them mailed for which they have to provide self-addressed, prepaid, Express/Registered mailing envelopes. After mailing out, the High Commission does not bear any responsibility if passports are lost in transit.

Note :

*  If more than one applicant applying for MRP, one consolidated bank draft is acceptable for MRP applications ONLY.
*  It may take longer for dual Nationals/Asylum seekers as compared to the above mentioned timings, verification would be sought from Pakistan.

1.   Requirements for New/ Renewal/Modification of MRP
Machine Readable Passport (MRP) application processing requirements are different for adults and children and dual nationals. Please go through the relevant section carefully before visiting the Pakistan High Commission Canberra for processing of your MRP application as all documents listed under each category are mandatory and our staff will not be able to process your application if the requirements are not fully met.
Requirement for Adult applicants (18 years of age and above)

*   It may please be noted that securing of biometric data would not be possible in case of injury or use of henna by female applicants on the left and right-hand thumb as well as on index finger.

Married female applicants

Applicants are required to provide original CNIC/NICOP which should have their husband name. They would otherwise be required to first get their CNIC/NICOP modified in accordance with their marital status before applying for MRP. In case of divorces, same procedure of modification in CNIC/NICOP for substituting father's name for husband name.

Name Spellings

Applicant applying in new category (first time MRP after manual passport) OR modifying name spelling etc, must read carefully DATA FORM specially name spellings. After signing declaration in data form, applicant shall be responsible for any mistake and shall repeat the whole process and pay full fee again.

Sur Name / Family Name

If the applicant does not have a Sur name or family name i.e Shaheer Mohammad, to modify or add his/her Sur/family name (like Mohammad), he/she may need to modify his/her CNIC/NICOP first like Shaheer Mohammad so as to get the modified name printed in the passport.

Change of NAME Sequence

Incase applicant name is Muhammad Omer Kiyani in Cnic/Nicop/Form B, His/her name shall be automatically split by NADRA/MRP system as First Name: Muhammad Omer, Last name/Surname: Kiyani. In case, applicant likes to change sequence/order of his/her name. He must inform the passport officer for relevant change, at time of passport application processing. Otherwise, applicant shall be held responsible for that and his name order shall be changed after repeating whole MRP application process and paying relevant fee.

Change of Place of birth

For those wishing to change his/her place of birth he/she first have to get the place/date of birth modified in NADRA before applying for MRP.

Child Endorsement on MRP

Machine Readable Passport (MRP) is issued in conformity with International Civil Aviation Organization (ICAO) standards. According to the ICAO standards child endorsement is not allowed on parent's passport. Therefore, child endorsement will not be done on the parents MRP and children will be issued separate MRPs.

2. Requirement for Minor applicants (New Born & below 18 years of age)
1)   MRP Passport with Five (05) years validity shall be issued to children of age upto 15 years.
2)  Applicants under 18 years of age applicants must be accompanied by both parents OR should have written consent (duly signed by the J.P) in the case of absence of any one of them.
3)   Applicants must present original & valid NICOP along with its photocopy (front & Back) OR NADRA Child Registration Certificate (CRC)/ Rg-2 Form (B-Form) and its photocopy. (NICOP information available at (https://www.nadra.gov.pk/).
4)  Original previous Passport with photocopy of its bio-pages (first four pages) (in case of renewal of passport).Children below 18 years who are in possession of valid NICOP must have to renew their NICOP on reaching the age of 18 years.
5)   Parent's Passports, CNIC/NICOP and valid visas photocopies
6)   Proof of applicant’s legal residence status in the Australia (Valid visa (Photo Copy of Visa sticker or visa grant notice). Fresh VEVO (http://www.immi.gov.au/Services/Pages/vevo/vevo-overview.aspx) entitlement letter required for bridging visa holders and permanent resident visa holders along with visa grant notice OR visa sticker).
7)   Proof of residence in our area of jurisdiction (copy of Father’s/ Mother’s State’s Driving License/ latest utility bill etc).

10)   Form S-1 (if any) and Birth Certificate (if any) and photocopies

Note:

•   In case parents are separated or divorced, the custodian father or mother is required to produce court orders confirming his/her legal right of custody of the child.
•   Dual national applicants must also present their original foreign passport along with its photocopy.
* Child Certificate of Registration Form S-1 issued by our Pakistan High Commission Canberra or Consulate General Sydney or any mission abroad is not acceptable as NADRA CNIC # (NICOP/NADRA's FORM B) is required for MRP application processing for child.
* No form required for MRP Passport

3.   Machine Readable Passport (Additional Requirement for Dual Nationals)
In addition to required documents given in Fresh/Renewal/Modification of MRP, provide following documents as well:

•   Australian passport along with its photocopy
•   To claim dual nationality, verification of valid Pakistani address is required. Please provide valid Pakistani residential address on dual national Proforma given below (if the residential address on NICOP or CNIC is no longer valid then your verification may be delayed due to incorrect address). After applying, the given address is verified by the local verification team in Pakistan. Also keep handy the copies (at the Pakistani address) of Pakistani as well as Foreign Passports and of CNIC of self and family members, as they may be required by visiting team in Pakistan during verification.
•   Download and submit duly signed complete Dual National Proforma (Available at):

•   Holder of Protection visa in possession of travel document may send the email and seek prior instruction before visiting Pakistan High Commission.

4.  Requirements for issuance of new MRP in lieu of Lost Passport.
1)  Personal Presence of the applicant at the Consulate General (to be accompanied by Father/ Mother if applicant is below 18)
2)   Applicants aged between 18-63 years must produce any one of the following Original & Valid NADRA Cards along with its photocopy (front & back):

LOST Passport Processing Time
In case of a lost passport application, MRP shall only be delivered after the verification of the previous MRP/Manual passport from the concerned issuing authority in Pakistan or abroad, which may take a much longer than the time prescribed for issuance of fresh passport. For third time lost passport, approval from Directorate General Immigration and Passports will be obtained.

Passport will be issued only after confirmation of lost Passport from its issuing authority.

Dual national applicants must also present their original foreign passport along with its photocopy. The applications of dual national aged between 18-59 will be subject to clearance from Pakistan.

6.   Machine Readable Passport (MRP Collection/Postal Delivery)
•   Applicants can collect their passports in person from the High Commission Canberra and Consulate General of Pakistan Sydney from 1000 to 1300 hours daily on working day of the week. In order to facilitate the families even one family member can collect the MRPs issued for all his/her family members.
•  Machine Readable Passports can be delivered by post also, if so, desired by the applicant. The applicants desiring to receive their passports via post are required to indicate their choice clearly at the time of processing and provide a Separate Pre-paid self-addressed registered postal envelope OR Express/ platinum express post envelope with signature for each applicant: Normal post or Non registered express post envelope or envelope without signature at delivery shall not be accepted due to high chances of loss by the Australian post (The High Commission/Consulate General accepts no responsibility for the loss of any document, so dispatched on the request of the applicant).
•   Take photograph Or Note down your registered post envelope tracking no for your record and tracking of envelope.

•   The delivery time mentioned in the fee structure table is only approximate time. The delivery of passport can be delayed due to delay in its printing and dispatch from Pakistan. Applicants are advised not to make travel plan until receipt of their passport.

FIJI OR PNG
May provide Australian post international registered post envelope for desired delivery of passport at their address. Current Passport shall cancel after applicant's entry back to FIJI OR PNG.
